Minister of Justice Wu Aiying Buzhang
People's Republic of China

Your Excellency,

I am voicing my concern for Shi Tao, a journalist and writer who was sentenced to 10 years imprisonment in April 2005 for allegedly "supplying state secrets abroad" when he sent an email to an overseas colleague.

I urge you to free Shi Tao without delay and without conditions, as he is a prisoner of conscience, detained only for exercising his fundamental right to freedom of expression.

I also urge you to review China's criminal code with a view to stop using such vague pretexts as “supplying state secrets abroad,” “endangering national security,” and “subverting state power” to target human rights defenders.

Sincerely,
